It is difficult to determine the strength of the Russian forces solely through this map, especially in their attacks and defense during the Russo-Turkish War of 1806-1812. The Russian government turned to Christian settlers in the region to protect the Russian influence in Ottoman domains. In particular, the Tsar hoped to recuirt soldiers who would defend against the "dangerous activities" of the Tatars and Nogays. (O'Neill, 141)
